Job Description:

Trigyn's direct government client has an immediate long-term need for an Assistant Project Manager. The particulars of the position are as follows.

Description:
The Assistant Project Manager (APM) must have experience in the implementation of a large-scale, multi-organizational, information system, preferably in the public sector. He/she will be required to track progress from initiation to the successful launch of the integrated system. He/she will manage all progressions and file regular update reports on status.

• Assist the Project Team in all implementation efforts.
• Participate in the Tax System Modernization project Implementation Planning and Scheduling, Project Execution, Budget Tracking and Updating.
• Assistance in Contract Management and Administration
• Compile project Status Tracking and Reporting metrics
• Create and maintain a project risks and issues log. Work to resolve or escalate risks and issues as necessary to avoid negative project impacts.
• Assist State resources in negotiating, managing, and administering required product and service contracts associated with this effort.
• Performs quality reviews of vendor deliverables and services for accuracy, validity, and scope.
• Prepares quality assurance quality control reports identifying deficiencies and providing recommendations for improvement

Project Activities:
The APM will be responsible for coordinating the project activities that require close collaboration with the COTS integrated tax system vendor and other departments/divisions of State government, and the extended user community. These activities include but are not limited to:

• Creating and maintaining the State’s overall project plan;
• Advise on the execution of the project plan;
• Creating and maintaining project budget materials and tracking budget progress;
• Monitoring the progress and performance of the project to ensure it stays on schedule and within budget;
• Participate in regular project status meetings with COTS vendor and publish meeting minutes;
• Ensuring the proper organization and documentation are in place and that knowledge transfer is carried out in a manner that positions the client to assume primary responsibility for the ongoing support of the Treasury Systems once they are delivered including but not limited to:
• High availability architecture design
• Capacity plan and growth economics
• Disaster recovery and testing plans

The APM will take personal responsibility for the following deliverables:
• High-level project status reports and updates, weekly at minimum;
• Executive Steering Committee briefings, monthly at minimum;
• Detailed project status reports, weekly at minimum; and
• Project expenditure reporting, monthly at a minimum.
• Creation and maintenance of quality assurance processes to ensure the business and technical requirements are achieved;
• Creation and maintenance of quality control procedures to identify causes of poor process quality, improvement recommendations, and to validate that project deliverables meet the requirements defined in the RFP; and
• Progress monitoring of interim targets/milestones during phased implementation.
