Dr. Anil Dattatraya Sahasrabudhe, Professor of Mechanical Engineering at Indian Institute of Technology (IIT), Guwahati joined All India Council for Technical Education (AICTE) as Chairman on 17th July 2015. Prof. Anil D. Sahasrabudhe Graduated from BVB College of Engineering and Technology, Hubli affiliated to Karnataka University, Dharwad, Karnataka in Mechanical Engineering with First Rank and Gold medal in 1980. Subsequently, he obtained Master's and Doctoral (with UGC Fellowship) degrees from Indian Institute of Science (IISc), Bangalore in 1982 and 1989 respectively.
Prof. Sahasrabudhe has held several important Academic, Research and Administrative positions at Indian Institute of Science, Bangalore, Tata Consulting Engineers, North Eastern Regional Institute of Science and Technology (NERIST), Itanagar (Arunachal Pradesh) and IIT Guwahati. He also served as Director, College of Engineering, Pune (CoEP) since 2006 on deputation from IIT, Guwahati prior to joining as AICTE Chairman. As an academician and researcher in NERIST and IIT Guwahati, and as an administrator in the capacity of Director, CoEP, he has taken up several new initiatives for Academic, Curricular & Co-curricular activities, Entrepreneurship, Research and Good Governance.
He is Chairman, Basic Scientific Research (BSR), Empowered Committee of UGC & SWAYAM Board. He is Fellow of ISTE, IET, Institution of Engineers (IE), INAE.

Dr. M. P. Poonia is specialized in the field of Mechanical Engineering (IC Engines, Gas Dynamics, Ref. & AC), Renewable Energy and Sustainable Development. He is M.Tech (Thermal Engg.) and Ph.D (IC Engines) from Indian Institute of Technology, Delhi. He possesses a vast experience of 30 years. He has published 80 research papers in National and International Journals and published 08 books and developed 02 Lab Manuals. He has guided number of M.Tech and Ph.D dissertation. Dr. Poonia is the Member of IEI, ISTE & Society of Automotive Engineers.
Dr. Poonia is presently serving as Vice Chairman, All India Council for Technical Education since 20th January, 2017. Prior to this, he was the Director, National Institute of Technical Teachers’ Training and Research (NITTTR), Chandigarh for about 4½ years (since 20th July, 2012 to 18th January, 2017). Dr. Poonia is the recipient of Bharat Mata Award conferred by Indian Institute of Oriental Heritage (an International Institute of Oriental Studies and Research, Kolkata) on 16th August, 2014. On behalf of NITTTR, Chandigarh, he received National Award for the Empowerment of Persons with Disabilities – 2013 by the Hon’ble President of India on 3rd December, 2013 in New Delhi in recognition of outstanding performance in the field of Best Institution for Empowerment of Persons with Disabilities in the country.
Dr. Poonia also made significant contribution while serving as a Director, NITTTR, Chandigarh for the growth and development of technical education in the northern states of India and to conduct of sub-regional and in-country programmes in collaboration with Colombo Plan Staff College for Technician Education, Manila, Philippines. Under his able leadership, the institute had the opportunity to conduct training programme for Nigeria. Prof. Dileep N. Malkhede is currently working at AICTE, New Delhi as an Adviser–I. Previously he was Professor and Head of Mechanical Engineering at College of Engineering, Pune (COEP). He obtained his Bachelor’s and Master’s degree in Mechanical Engineering followed by doctoral degree from IIT Bombay. He has total of 29 years’ experience in teaching and industry.
As Adviser at AICTE, he is responsible for improving quality of technical education in India through several initiatives. He has launched RPS, MODROBs, Hostel for SC ST students, Seminar Grant, Conference Grants and scholarship schemes for girl students, physically challenged students, SC ST, M. Tech. / M. Pharm. students as well as special schemes for the students of North East India. His focus is quality improvement through faculty training with the help of ISTE, IITs, NITs, QIP centers and internship for students across India through MSME.
He has been instrumental in organizing Smart India Hackathon 2017, the nationwide students’ competition for solving citizen’s problems. The competition was supported by 27 different GoI ministries with 10,000 students participating in 36 hours long non-stop computer programming event simultaneously held at 26 different cities in the country.
As an academician, he is an approved Ph.D. guide. His area of research is IC Engines, its modeling and simulation and electronic controls. He has to his credit several journal and conference papers.
As a Professor and HoD at CoEP, he transformed department by starting co-teaching for every course, setting up tinkerers labs for project based learning through teams of students such as Baja, Efficycle, Go-Kart and Solar Powered Car. Prof. Malkhede has totally revolutionised the Prime Minister’s Special Scholarship Schemes that brought thousands of J&K students into mainstream by providing them with educational opportunities in rest of India. He has worked in several reputed organizations, both national and international, including ISRO Ahmedabad, BARC Mumbai, Instrumentation Limited, Toshiba Corporation Tokyo, Asian CERC, Bangalore, Bureau of Industrial Promotion, Rajasthan State Industrial and Infrastructure Development Corporation Ltd., Jaipur.
He has held various esteemed positions throughout his career. He worked as a Managing Director with Rajasthan State Government Organization for about 7 years where we accomplished many projects in digitization and eGovernance including Lok-mitra, Jan-mitra, Chief Minister Information System, Hospital Management Information System, Commercial Tax Department Automation among many others. He has also efficiently executed multiple projects for National eGovernance Division such as Sate Wide Area Network, State Data Center, Citizen Call Center, CSC and more.
During his 5 years of association with NIELIT as a Director General from Aug 2012 to 2017, he was engaged in capacity building, skill development, running formal and non-formal courses (BE/ME/MCA/PGDM), R&D projects and execution of various IT and eGovernance projects. His successfully took the organization to growth from ₹ 110 crore to ₹ 370 crore within a short span of 5 years with a surplus of ₹ 12 - 67 crore each year. Professor Dr. Gopalakrishna Prabhu K, President, Manipal University Jaipur has been associated with the Manipal Group for over two decades in various academic and leadership positions.
Dr. Prabhu obtained his Bachelor’s Degree in Electronics & Communication Engineering from BIET, Davangere, Mysore University (1989), his M.Tech degree in Biomedical Engineering from Manipal Institute of Technology (MIT), Manipal with first rank from Mangalore University (1994) and his PhD from Indian Institute of Technology, Madras (2001).

Dr. S S Mantha is an alumnus of Maharaja Sayajirao University of Baroda and VJTI, Mumbai, currently serving as Chancellor of the KL University and Adjunct Professor of the National Institute of Advanced Studies, Bengaluru. He is a former Chairman of the All India Council for Technical Education (AICTE) and has served as President National Board of Accreditation and as Pro-Vice-Chancellor of the SNDT Women's University, Mumbai. He has implemented several initiatives which promoted transparency and accountability.
Dr. Mantha, an eminent academician and an able administrator, was the Chairman, of All India Council for Technical Education (AICTE), a National Regulator of Technical Education in India, for six years during 2009 – 2015. He has been at the forefront of making some radical changes for transparency and accountability in the administration. On completion of the tenure at AICTE, he worked as Professor of Robotics, AI and Control Theory, in the Department of Mechanical Engineering at VJTI, Mumbai and superannuated on 31st May 2016. Currently he is the Chancellor of KL University in Vijayawada AP and Emeritus Professor at VJTI, Mumbai and Adjunct Prof., in the National Institute for Advanced Studies (NIAS), Bangalore. He was an advisor to Government of Andhra Pradesh and was Member of the Karnataka Skills Development Authority.
He holds a Bachelor’s degree in Mechanical Engineering from M S University, Baroda and a Masters in Mechanical Engineering from VJTI, Mumbai. He specializes in Robotics, which he taught for more than 20 years out of a rich teaching experience of more than 25 years, along with courses in Control Theory and Artificial Intelligence. He was instrumental in setting up a state of art Robotics / CAD / CAM laboratory at VJTI, providing consultancy in the area of Industrial Automation to the Industries in Mumbai and Pune. His Research interest in the area has also led him to contribute to DRDO and BARC projects.
A PhD in Combustion modeling from University of Mumbai, he also had several administrative assignments that he did for the University of Mumbai, as also being the Dean, Faculty of Technology. As a recognition for his work, Government of Maharashtra conferred on him the “Best Teacher award of the State” in 2002.
Dr. Mantha has developed the National Vocational Education Qualification framework (NVEQF), now called National skills qualification framework (NSQF), which helps in promoting skill based competency modules to be integrated into seven certification levels where a student can undergo skill based learning that enhances employability and employment opportunities and also allowing him/her the flexibility to pursue formal education or take up an appropriate job at the end of any level of certification. A complete Credit framework for NSQF has also been developed by him and adopted by MHRD, GOI. He has also developed course curriculum for more than 15 sectors and 80 specializations. The skill program developed for Cyber Security is one of its kind. Further, this has immense potential to create new job opportunities and aid the “Make in India Program of GOI”.
He implemented the first eGovernance project, automating the workflows, for the department of Higher and Technical Education, Government of Maharashtra in 1995. Further he provided the IT expertise for IT initiatives of several departments of Government of Maharashtra. The Citizen Facilitation Centre, Kalyan Dombivli Municipal Corporation, an eGovernance initiative that won many National and International awards was also completed with his expertise amongst others. He currently is the IT Expert for the Department of IT, Government of Maharashtra and helping in implementing a very prestigious Smart City Project in Nagpur.
He is a recipient of “INFOCOM CMAI National Telecom” award for 2010 and the “HR Nexus – the HR & Network, Leadership” award in the field of Education, 2010. The eGovernance project implemented in AICTE has also won the Silver Edge Award instituted by United Business Media and Information Week and the Good Governance National Technology Award, 2010.
He is also a recipient of the 5th National telecom Award in 2011 for “Excellence in Education” through e-governance instituted by CMAI and Star News.
He has 278 publications in National and International Journals and Conferences to his credit as also 30 Ph. D students who have completed their Ph. D under him. He has three books published titled “Object Oriented Programming in C++” Published by Wiley India, “Aerodynamics of Cars, an experimental Investigation – A synergy of Wind Tunnel and CFD”, and "Design & Development of Decelerometer" both published by LAP LAMBERT Academic Publishing Company, Germany besides contributing chapters for many books.
The eGovernance development at AICTE is a complete web-enabled application, where the entire process of receiving the applications to processing the same until an approval is given is online. This has greatly improved the transparency and accountability. The portal also provides complete information along with video of more than 11500 institutions in the public domain. The Business intelligence reports generated provides for comprehensive statistics on technical education in the country. The development using Oracle-Siebel CRM is extremely robust and scalable providing for several features that aid the student and the teacher community. The effort was given SKOCH order of merit for 2014.
Dr. Mantha has also contributed to India’s entry to Washington Accord having participated and proposed several Accreditation initiatives of National Board of Accreditation having been its executive President for three years and as Chairman of the Board for three years.
He is the Chairman, National Technical Committee, NCSSS, National Cyber safety and Security Standards. He also is a member of, IET India, a part of Engineering Council, London. He is advisor to the International Organization for Educational Development and Member, Education Council, IOED, a diplomatic mission headquartered in India.
