Job Description:

Trigyn has a contractual opportunity as a Project Management Officer. This resource will work in Somalia.

Job Responsibilities:

• Coordinate the preparation and development of the section's work plan activities.
• Prepare cost estimates and budget proposals based on the section's staff and non-staff requirements. Consolidate the supporting narrative regarding the section's yearly budget proposal.
• Monitor budget expenditures relative to various budgets and implement budget reallocation as necessary on a regular basis.
• Review requisitions for goods and services to ensure the correct budget line has been charged.
• Prepare, monitor, and budgetary reporting, ensuring that variances are highlighted for immediate management actions.
• Coordinate actions with respect to transactions related to the administration of the section's human resource activities with the relevant administrative and human resources offices as required.
• Participate in the selection of candidates for the Section; evaluate and screen applications of such candidates, prepare profiles of candidates, conduct preliminary interviews, and identify short-lists of candidates.
• Draft faxes, memos, statements of works, and contract amendments (extensions, renewal, termination, NTE, etc.).

Under the direct supervision of the Contracts Management Officer:
• Support Contract management to ensure that contracted service providers of food rations, fuel/lubricants, and general supplies fulfill contractual obligations to ensure that food, fuel, and general supplies are delivered timely, in the right quality, and to the right end-users.
• Monitor Contracted Service providers through regular Performance Review Meetings and review of compliance with the Acceptable Performance Levels (APLs) and Key Performance Indicators (KPIs)
• Maintain effective relations with contracted service providers and promptly resolve disputes and conflicts under the guidance of Chief Contracts Management.
• Oversee the adherence to contractual agreements for Fuel, Rations, and General Supply contracts and ensure the validity of the contractually required documents such as insurance, Business Continuity Plan, Health and Safety, etc.
• Support the mobilization of new Contracts to ensure that all parties respect roles and responsibilities, timelines, and feedback.
• Support in contract closeout for completed contracts, including disseminating best practices and lessons learned.
• Administration of office, managing and liaising with vendors, maintaining electronic and hardcopy files and records to ensure proper audit trails and accountability.
• Ensure timely processing and reconciliation of logistics service provider invoices from submission to final payment.
• Process import/export documents by preparing Note Verbale for approval by the Ministry of Foreign Affairs (MOFA) and Customs to facilitate prompt cargo clearance from the sea/airports.
• Perform other duties as required.
