Job Description:

Trigyn has a contractual opportunity for a Consultant (Strategy Design and Data Governance). This resource will be working Remotely.

Objectives

The consultancy will:

Conduct a strategic assessment of the current capabilities, workflows, digital systems, and stakeholder engagement.

Develop a programmatic framework anchored in three pillars: country-level economic intelligence, data acquisition, quality and institutional strengthening, and regional knowledge and insight curation.

Propose governance, editorial oversight, and quality-assurance mechanisms that reinforce methodological rigor and brand credibility.

Design a sustainability model covering financial, institutional, operational, and partnership dimensions.

Produce a phased, actionable roadmap for technological modernization, content development, data pipelines, partnerships, staffing, and AI integration.

Develop a Theory of Change that clarifies added value and strategic impact on regional policymaking.

Scope of Work

The consultant will undertake the following tasks:

Diagnostic Assessment

Review the digital architecture, data pipelines, workflows, analytics, and AI tools.

Assess the current model for country engagement and collaboration with national institutions and offices.

Examine content generation cycles, data acquisition and validation mechanisms, and knowledge curation processes.

Identify operational and governance gaps, risks, and opportunities.

Strategic Programmatic Pillars

The consultant will elaborate a refreshed programmatic architecture structured around three strategic domains:

Country Economic Intelligence

Develop a strengthened framework for delivering economic insights, country briefs, and analytical narratives.

Integrate forward-looking indicators, domestic context assessment, and comparative regional positioning.

Enhance policy relevance through targeted thematic focus areas.

Design a conceptual framework for a “Request for Problems” initiative to surface priority policymaker needs and pain points while strategically increasing portals visibility to stakeholders.

Develop high-level specifications for an SDG Impact Assessment Tool to serve policymakers as a support for project evaluation and data collection, at the same time that acts as a sensing mechanism to understand stakeholders needs. In order to map current and potential demand signals, identify portal capability gaps and propose UX and knowledge architecture enhancements.

Propose institutional positioning and value proposition strategies for key user segments.

Data Strategy, Quality, Availability & Institutional Partnerships

Identify, classify, and prioritize restricted or high-impact data sets essential for policy.

Recommend partnership strategies for access to sensitive data (e.g., using federated learning, privacy-preserving technologies).

Design a pilot framework for privacy-preserving data access approaches (e.g., federated learning) to utilize sensitive data without centralization.

Recommend methodologies for improving data timeliness, consistency, and documentation.

Propose structured collaboration mechanisms with national data systems and sectoral institutions.

Outline a capacity-development approach that enhances data management and statistical literacy among country partners.

Regional Knowledge, Insight Gateway and Partnerships

Design workflows for curating thematic knowledge, policy insights, and region-wide briefs.

Recommend a horizon-scanning mechanism to monitor emerging trends and new developments in the region.

Identify and propose potential high-level forums or partnerships for dissemination and showcase opportunities (e.g., relevant academic, policy, or technology forums).

Design mechanisms for iterative user feedback and adaptive platform development.

Integrate manual and AI-supported processes for producing timely, high-impact knowledge outputs.

Governance, Editorial Oversight & Quality Assurance

Propose an editorial governance structure guiding thematic focus, content quality, and methodological coherence.

Define review cycles, quality-control mechanisms, and update protocols for content and datasets.

Recommend a hybrid internal–external advisory model enabling regular expert engagement.

Sustainability Framework

The consultant will develop a sustainability plan addressing:

Financial Sustainability

Funding diversification strategies, including donor alignment, partnership models, and project-based contributions.

Multi-year cost projections and financing options aligned with priorities.

Institutional Sustainability

Operational structures, staffing requirements, documentation standards, and risk mitigation mechanisms.

Governance arrangements enabling long-term continuity and institutional resilience.

Operational Sustainability

Technological modernization pathways, including platform scalability, pipeline resilience, and system redundancy.

Workflow automation opportunities and lifecycle maintenance schedules.

Partnership Sustainability

Engagement models with national statistical offices, research institutions, development partners, and ACG entities.

Clarified institutional roles and collaboration frameworks.

Development Roadmap (2027–2030)

The roadmap will include:

1. Annual and multi-year priorities aligned with the three programmatic pillars.

2. Digital transformation milestones covering platform architecture, UX design, and AI/ML integration.

3. A partnership and capacity-building plan for regional and national stakeholders.

4. Budget estimates, staffing requirements, and resource allocation plans.

5. A monitoring and evaluation (M&E) framework with measurable KPIs.

6. A comprehensive risk matrix with mitigation pathways.

Theory of Change & Strategic Impact

• Develop a conceptual model showing how data, insights, and tools shape policy processes and institutional decision-making.

• Identify long-term outcomes and pathways through which contributes to enhanced transparency, accountability, and informed policymaking.

Final Strategy Package

• Deliver a consolidated, publication-ready strategy and roadmap document.

• Prepare an executive summary and presentation for senior management, the ACG, and partners.

3. Draft Strategy & Sustainability Framework

4. Development Roadmap (2027–2030)

5. Final Strategy Package, including executive summary and presentation deck.

Qualifications

• Advanced university degree (Master’s or higher) in Economics, Administration, Public Policy, Data Science, Information Systems, Computer Science, Development Studies, or a closely related field.

• 5 or more years of experience in strategy design for digital platforms, data ecosystems, for development organizations.

• Demonstrated expertise in economic and social policy analysis, data governance, digital transformation, or AI-enabled knowledge systems.

• Sound knowledge of program design, theory of change, and impact measurement aligned with the SDGs.

• Experience working with national data systems, research networks, or multilateral partners is an asset.

• Strong analytical, facilitation, and strategic writing skills.

• Ability to work independently and deliver high-quality products under tight deadlines.
