This is a “Remote” Position

Overview:
The Business Analyst plays a vital role in bridging the gap between business needs and technology solutions within a state government child welfare agency. This role requires a combination of analytical skills, child welfare knowledge, and the ability to translate complex requirements into actionable solutions that support the agency's mission to protect and support vulnerable children and families.

Key Responsibilities:

Requirements Elicitation & Analysis:
• Collaborate with stakeholders, including caseworkers, social workers, program managers, and IT specialists, to gather and document business requirements.
• Analyze and translate business needs into clear, concise, and comprehensive functional and non-functional requirements.
• Develop use cases, process flows, and data models to visualize and communicate requirements.

Solution Design & Implementation:
• Work closely with IT teams to design and implement technology solutions that meet business requirements.
• Participate in system testing and quality assurance activities to ensure solutions meet expectations.
• Provide training and support to end-users on new systems and processes.

Data Analysis & Reporting:
• Analyze child welfare data to identify trends, patterns, and insights that inform decision-making.
• Develop reports and dashboards to track key performance indicators (KPIs) and program outcomes.
• Use data-driven insights to support continuous improvement efforts.

Stakeholder Management:
• Build and maintain strong relationships with key stakeholders across the agency.
• Communicate project progress and address concerns effectively.
• Facilitate collaboration and consensus-building among diverse stakeholders.

Qualifications:
• Business Analysis Experience: Proven track record of successfully eliciting, analyzing, and documenting business requirements, ideally within government or social services sectors. IIBA certification (CCBA or CBAP) preferred.
• Child Welfare Knowledge: Demonstrated understanding of child welfare systems, policies, and practices. Experience working with vulnerable children and families is a plus.
• Analytical & Problem-Solving Skills: Strong analytical and problem-solving skills, with the ability to break down complex problems into manageable components.
• Communication & Collaboration: Excellent communication and interpersonal skills, with the ability to build relationships and collaborate effectively with diverse stakeholders.
• Technical Proficiency: Familiarity with data analysis tools, requirements management software, and project management methodologies.
• Experience: Minimum of 7 years’ experience preferred.

Preferred Skills and Experience:
• Experience working within state government structures and processes.
• Familiarity with child welfare information systems and technology.
• Knowledge of data privacy and security regulations related to child welfare.
• Experience with process improvement methodologies and change management.
• Strong presentation and facilitation skills.
