Case Study: Statewide e-Government Service Delivery Solutions
Background:
A state government agency was seeking to modernize and expand an existing e-government program that provided citizens access to a broad range of government services and programs through a single digital platform. The existing program incorporated over 90,000 kiosks to support the state’s population of 20 million people. The platform played a critical role in ensuring accessibility and efficient delivery of government services. Trigyn was engaged to maintain the existing application while designing and implementing a modern replacement incorporating latest technologies and industry best practices. The upgraded application was designed to improve data management and system performance and accelerate the speed of service delivery.
Objectives:
- Manage and maintain the current application until the new system is operational.
- Redesign and revamp the existing service suite to include kiosk and mobile device-based accessibility.
- Provide enhanced analytics and reporting capabilities to facilitate easier management of programs.
- Ensure ongoing maintenance and operation of the revamped service suite.
Scope of Work:
- Stabilize the existing application.
- Requirements gathering, design and development of a modern replacement with enhanced capabilities and performance.
- Migrate from legacy application architecture to a microservices architecture.
- Implement Kubernetes for orchestration, Jenkins for CI/CD, and GitLab for collaborative software development as part of DevOps practices.
- Refactor and flatten logical components, establish component dependencies and groups, create APIs for remote user interfaces, and transition from macro services to microservices.
- Develop a separate logical layer for analytics, dashboards, and reporting.
- Load and ingest data from various sources into Postgres, and create DataMarts with KPIs, dimensions, and facts using Tableau Prep.
- Implement Tableau Server and Angular/JS for frontend dashboard display.

Outcome:
Trigyn successfully partnered with the state government entity to maintain and revamp the service platform. The system modernization efforts resulted in improved turnaround times for citizens accessing services. The development of a new mobile application and advanced reporting and analytical models has been completed, with the new mobile platform already in use. The revamped system ensures efficient service delivery and better performance monitoring.
